A usage count measures an action; adoption needs value. Run one role and one real task through first, then talk about everyone.
For business leaders
Don’t record it only as procurement and usage. First look at whether the work in employees’ hands has actually gotten lighter.
For managers
Pick one real piece of work, run it to completion, and report both what AI helped with and what it did not.
